Core purpose

The HSEQ Manager will be responsible for leading and managing all Health, Safety, Environment, and Quality (HSEQ) matters for the group in Taiwan. This role will ensure compliance with regulations, oversee daily operations, and support project delivery executed by the group's entities. The HSEQ Manager will also play a critical role in establishing the HSEQ system for Taiwan and providing support to other APAC countries as needed.

Key responsibilities and accountabilities

Principal duties shall include, but not be limited to, the following:

1.    HSEQ Management and Compliance

  • Develop, implement, and maintain the Health, Safety, Environment, and Quality (HSEQ) management systems in accordance with local regulations, company standards, and industry best practices.
  • Ensure compliance with all relevant Taiwanese legislation, including maintaining certifications and liaising with regulatory bodies on safety and environmental matters.
  • Regularly review and update HSEQ policies, procedures, and processes to reflect changes in legislation, project requirements, and industry standards.
  • Lead internal and external HSEQ audits to verify compliance with legal, corporate, and project-specific requirements
  • With the support from the group and external consultant, establish, manage, and maintain ISO accreditations, including but not limited to ISO 9001 (Quality), ISO 14001 (Environmental), and ISO 45001 (Occupational Health and Safety), ensuring adherence to standards and continual improvement.

2.    Risk Management and Incident Investigation

  • Identify, assess, and manage HSEQ risks across all Taiwan operations, including project delivery and daily operational activities.
  • With the support from the group HSEQ and group entities’ HSEQ teams, lead investigations into accidents, incidents, and near-misses to identify root causes and implement corrective actions, ensuring lessons learned are shared with all relevant stakeholders.
  • Monitor and report on HSEQ performance, including leading and lagging indicators, and implement continuous improvement initiatives to mitigate risks.
  • Prepare and present detailed incident and performance reports to the Group HSEQ and Regional Director as well as the group entities as needed. 

3.    Support to Projects and Operations

  • Work closely with project and operations teams to ensure that HSEQ considerations are integrated into project planning, execution, and delivery phases.
  • Provide HSEQ guidance and support to ensure that all project activities adhere to the highest safety and environmental standards.
  • Collaborate with group HSEQ and group entities’ HSEQ teams to conduct risk assessments and HSEQ briefings for operational activities, ensuring that employees and subcontractors are aware of their responsibilities and are working in safe conditions.
  • Ensure that the supply chain complies with HSEQ standards by managing the supplier onboarding process from an HSEQ perspective

4.    Training and Development

  • In alignment with the Group HSEQ policy and strategy, lead the development and delivery of HSEQ training programs to ensure that all employees and contractors are adequately trained and competent in their roles, particularly in compliance with Taiwanese and international standards.
  • Support the establishment of the local HSEQ team, including recruiting, onboarding, and developing team members to meet operational needs.
  • Create and manage employee development plans to ensure ongoing compliance with HSEQ requirements and prepare local employees for future project roles

5.    Client and Stakeholder Management

  • Act as the primary HSEQ contact for clients in Taiwan, attending meetings and providing reports on HSEQ performance, risk assessments, and project safety plans.
  • Participate in client pre-qualification and tendering processes, ensuring HSEQ input aligns with client requirements and enhances OEG’s competitive positioning.
  • Ensure that client-specific HSEQ requirements are incorporated into project execution and that any changes or updates are effectively communicated to the project teams

6.    HSEQ System Implementation for APAC Expansion

  • Assist in establishing HSEQ systems and procedures in other APAC countries as the organization expands, providing support and expertise to local teams in setting up their own HSEQ frameworks.
  • Collaborate with the Group HSEQ and Regional Director to standardise HSEQ practices across the APAC region, ensuring consistency in approach and reporting.
  • Provide on-the-ground support in developing HSEQ practices for new markets, including hiring and training local HSEQ staff as needed

7.    Continuous Improvement

  • Foster a culture of continuous improvement by promoting a proactive approach to HSEQ management and encouraging the reporting and addressing of potential hazards.
  • Benchmark OEG’s HSEQ practices against industry standards and implement best practices across Taiwan and other APAC countries.
  • Develop and lead HSEQ initiatives that drive operational excellence, environmental sustainability, and safety innovation

8.    Emergency Response and Crisis Management

  • Develop, implement, and regularly test emergency response plans for operational sites and ensure readiness for potential crises.
  • Coordinate and lead emergency drills and exercises, ensuring that all personnel are prepared to respond to incidents effectively and efficiently.
  • Act as the HSEQ lead in the event of a crisis, coordinating with local authorities, emergency services, and internal teams to manage the situation

QHSE responsibilities

Health and safety of all staff under direct control or supervision. Ensure all activities are carried out in a safe manner in line with current risk assessments and good working practices. Ensure accident/incidents are reported in a timely manner. Comply with OEG Offshore Group HSE policy.

Skills and experiences

  • Proven experience in HSEQ management, preferably within the offshore wind or offshore industry.
  • Strong understanding of local and international HSEQ regulations and best practices.
  • Excellent organisational, communication, and interpersonal skills.
  • Flexible approach to work in order to support colleagues and meet departmental deadlines.
  • Strong analytical and problem-solving skills.
  • Ability to work effectively in a team and build strong working relationships.
  • Capability to work independently in developing documentation, procedures, and execution structures.

Qualifications

Essential / Desirable qualifications required include:

  • Bachelor’s degree in civil engineering, marine engineering, offshore engineering or a related field.
  • Taiwanese QHSE Class B QHSE Officer (乙級職業安全衛生管理員) is required.
  • Prefer to have the experience in ISO system establishment and the certificates for ISO audit.
  • Excellent computer skills including MS office suite.
  • Excellent oral and written Chinese and English
  • Desirable: Good oral Taiwanese/Hokkien
